It really doesn't matter if it is fair or unfair - if you consistently are unreliable, you do not get to be a majority share supplier in any risk adjusted framework. For what it is worth if you blow up at trading counterparties over politics then you are not reliable and get treated as such.
This week? Spherical graphite. Last month? Gallium and Germanium. A few years back? Rare earths. Blocked - bad faith comments or deeply stupid, I have time for neither.

China has a well-established track record of cutting off supply when it is displeased with trading counterparties?
